Context:

Probably no topic is discussed, argued, analyzed and interminably debated more than education, at all levels from kindergarten through college. In all of this discussion, however, one idea continually comes up. People must learn throughout their lifetime.

Two questions arise from this idea: (1) What should a person learn? (2) How can it be tracked and documented?
